I googled and the closest thing I found to it was a homebrew cart, but it didnt have switches like this thing does.
Ive flipped the switches to all possible spots and it doesnt do anything.
The blue/green colored thing can come off.

you should test to see if it is working or not then toss t up on ebay I do not think you will hit the jack pot $$ but maybe if it is a working home brew for the 2600 you might be able to get about 20-30 max

It's a home made flash cart.
You burn game roms onto an eprom chip and connect them to
that cartridge to play them on the console.

The switch on the top allows you to use either 2K or 4K eprom chips.
