Ok I beat Fallout 3, and all I'd like to say is ... Oblivion was much better. The story just doesn't really grab me as much as Oblivion did. I'm only comparing these two because Bethesda did Oblivion. They are both different games, but at the same time they're both FPS, and a lot of things you do in Oblivion will be VERY familiar and similar to that of Fallout 3, at least the feel of how things are done. Leveling up is rewarding, and the VATS system is sweet cuz I can watch heads get blasted off in slow time. And sure there's the lvl 20 cap, but once I beat the game, I had no desire to go do any other quests unlike in Oblivion. Honestly I'm just tired of doing things for people. The good part about it all was that in 75% of the quests, I had a choice whether or not to do a quest, and I could just plow right through the sub-quest by killing the person asking me to do their shit for them. After that, I never looked back.
And no you can't kill kids. I learned that earlier tonight ...
