Please help a noob with creating a selfboot thingy

I just downloaded San Francisco 2049, and I own a European DC, so it doesn't boot. I extracted this file which had files called IP.BIN and 1ST_READ.BIN, SF2049.PPF and the NFO file.

What do I do?
