Network Connections in Linux

Is it just me or are they more efficient?  In Windows the most upload I'd get is 34 kb/s, but on Linux I get a solid 38kb/s sometimes 40kb/s.  Also, in Linux I max out my connections with torrents a few seconds after starting them, but using uTorrent in Windows it can take a few minutes.  Can anyone explain why this is?
